Bexar County vehicle registration services are handled through the Bexar County Tax Assessor-Collector, with several renewal and registration options available depending on the transaction. Residents may be able to renew online, visit a county tax office, use an authorized title and registration service location, renew at a participating H-E-B business center, mail the renewal, or use a county drop box. This article explains registration and renewal requirements, current inspection rules, fees, online processing, expired registrations, identification requirements, military registration, address changes, title-related forms, and common issues that can delay a transaction.

Vehicle Registration Responsibilities

The Bexar County Tax Assessor-Collector is the local county office responsible for processing many vehicle registration and title transactions. The county's official Vehicle Registration and Renewal page provides instructions for annual renewals, registration requirements, expired registrations, mail transactions, military applicants, and in-person service.

Texas vehicle owners should distinguish between a routine registration renewal and a title or initial registration transaction. A renewal generally continues an existing Texas registration. Initial registration or a title transfer may require additional forms, ownership documents, identification, taxes, and supporting records.

All vehicle registrations and title transfers handled through Bexar County require proof of insurance. The county also identifies a government- or state-issued photo ID as part of the information needed for registration or renewal.

Current Inspection Requirements

Beginning January 1, 2025, Texas no longer requires a vehicle safety inspection for non-commercial vehicles as a condition of annual registration. The change does not eliminate the inspection-related registration charge. The state continues to include a $7.50 Inspection Replacement Fee in the annual registration cost.

Owners of non-commercial vehicles therefore should not assume that the absence of a safety inspection eliminates all inspection-related charges from the registration transaction. The replacement fee remains part of the state's registration cost.

The county's registration instructions specifically describe this change for non-commercial vehicles. Different requirements may apply to vehicle types outside that category, so motorists handling a specialized or commercial registration should rely on the applicable state and county instructions for that transaction.

Documents Needed for Renewal

Before beginning a routine registration or renewal, gather the information identified by the county. Having the information ready is particularly useful for online transactions because an incomplete session can create a waiting period before another attempt.

Registration renewal notice, Texas license plate number, or Vehicle Identification Number.
U.S. government- or state-issued photo identification.
Current proof of insurance meeting Texas liability requirements.

The county states that the minimum liability coverage is $30,000 for injury, $60,000 per accident, and $25,000 for property damage.

For online renewal through the Texas Department of Motor Vehicles, the identifying information is more specific. The state system asks for the vehicle's license plate number and the last four digits of the VIN. Those numbers can also be found on documents such as the registration renewal notice, certificate of title, or Registration and Title System receipt.

Insurance Must Be Current

Proof of current insurance is required for vehicle registrations and title transfers. Drivers visiting a county office for an expired registration are specifically instructed to bring current proof of insurance along with a government-issued photo ID.

A common avoidable problem is bringing an old insurance card or relying on information from a previous policy period. The proof presented for the transaction should reflect current coverage that meets the required Texas liability limits.

Standard Registration Fees

Bexar County lists the following registration fees for standard vehicle categories:

Vehicles weighing 6,000 pounds or less: $85.50.
Vehicles weighing 6,001 through 10,000 pounds: $88.75.
Motorcycles: $64.75.

These figures are the standard vehicle registration amounts shown by the county. A different transaction can involve other fees, taxes, or charges. For example, title applications, ownership transfers, new-resident transactions, gifts, and certain specialty registrations can involve requirements that are separate from a normal annual renewal.

Online Registration Renewal

Many vehicle owners can complete a routine renewal through the official TxDMV vehicle registration renewal system. Bexar County states that an online renewal receives a $1 discount.

The vehicle may be renewed online beginning 90 days before its expiration date. Online renewal may also be available for up to 12 months after expiration if the owner has not received a citation for expired registration. Renewing after the expiration date does not change the vehicle's expiration month.

Information for the Online Form

Before opening the state renewal system, have the Texas license plate number, last four digits of the VIN, insurance information, and payment information available. TxDMV uses the license plate number and last four VIN digits to identify the vehicle.

Bexar County also instructs users to process the transaction using Microsoft Edge or Google Chrome so the system can validate credit card information.

Timed-Out Online Transactions

An interrupted online transaction can temporarily prevent another attempt. If the session times out and the system shows the transaction as “In Process,” Bexar County instructs the user to wait 48 hours before trying to complete the registration request again.

Repeatedly restarting the transaction during that period is therefore unlikely to solve the issue. Waiting for the stated 48-hour period helps avoid multiple attempts while the earlier request remains in the system.

Tracking a Registration Sticker

After an online registration has been processed, motorists can use the official Where's My Sticker service to track the registration sticker.

TxDMV advises allowing approximately three weeks for processing, printing, and mailing. During that period, the registration renewal receipt sent to the email address provided during registration may be used as proof of current registration for up to 31 days.

Expired Vehicle Registration

The process changes when the registration is already expired. Bexar County instructs motorists with an expired registration to visit a Bexar County Tax Office location or one of the county's auto title and registration service locations.

Bring current proof of insurance and a government-issued photo ID. If the registration is only recently expired, online renewal may still be possible under the state's rules when the vehicle is within the 12-month online renewal period and no citation for expired registration has been received.

The citation restriction matters. A vehicle owner should not assume that the online system remains an appropriate option simply because the expiration date falls within the 12-month period. The county expressly ties post-expiration online eligibility to not having received an expired-registration citation.

County Tax Office Service

Vehicle registration and renewal transactions can be handled at Bexar County Tax Office locations. The county's Tax Office Locations and Hours page identifies the main office and branch offices serving different parts of the county.

Appointments are not required at the Tax Office; walk-ins are welcome. Regular office hours are Monday through Friday from 8:00 a.m. to 4:45 p.m. Wednesday hours extend to 6:30 p.m. County offices are closed on county holidays.

Available county locations include the downtown Main Office at Vista Verde Plaza, Northeast Office, Northwest Office, Southside Office, and Precinct 4 Office. Checking the official locations page before leaving is useful because the county can post individual office notices or closures there.

Title and Registration Services

Bexar County also permits vehicle owners to use full-service title company locations for many motor vehicle transactions. The county states that these companies charge a convenience fee but can perform most motor vehicle transactions.

The official Full Service Title Company Locations page identifies the approved locations and their operating hours. These locations are separate from the county tax offices, so motorists should not assume the fee structure or hours are identical to county offices.

This distinction can be particularly useful when a registration is expired, because the county directs expired-registration customers to either a Bexar County Tax Office or one of the auto title and registration service locations.

H-E-B Registration Renewals

Participating H-E-B grocery store business centers provide another renewal option for Bexar County residents. This option is limited to renewals rather than every type of motor vehicle transaction.

The county specifies two important requirements:

The customer must have the Texas registration renewal notice.
The registration cannot be expired by more than 30 days.

Bexar County recommends calling the store to confirm registration renewal availability. A customer who needs a title transfer, initial registration, or a transaction outside the H-E-B renewal requirements should use an appropriate county office or other authorized motor vehicle service location instead.

Registration Renewal by Mail

Vehicle registrations may also be renewed by mail. The renewal package should include the renewal form, payment, and a photocopy of proof of insurance. Cash should not be mailed.

Bexar County advises allowing up to 15 days for processing a registration sticker submitted by mail. Drivers who need registration evidence sooner should account for that processing period before choosing the mail option.

After-Hours Drop-Off Service

Vehicle transactions may be placed in drop boxes after hours at Bexar County Tax Office locations. The county advises allowing up to 15 days for processing a registration sticker submitted through a drop box.

Because a drop-off transaction is not processed while the customer waits, the documents submitted should be complete. Missing insurance information, identification-related documentation, forms, or payment can prevent the transaction from being completed as expected.

Identification Rules for Registration

Texas adopted revised identification requirements for vehicle registration transactions in 2026. The effective date depends on the transaction.

For applicable initial registrations, the new requirements took effect March 5, 2026. The revised identification requirements for registration renewals do not take effect until January 1, 2027. Until that date, counties are directed to process renewals under the identification procedures that applied before November 18, 2025.

Initial Registration Identification

For an initial registration transaction that requires the state's List A standard, acceptable identification includes several categories of valid, unexpired government identification. Examples include a REAL ID-compliant driver license or state ID issued by a U.S. state or territory, a valid U.S. passport, and a Texas License to Carry issued by the Texas Department of Public Safety.

Some non-REAL-ID driver licenses and state IDs may require additional documentation depending on the issuing jurisdiction. Foreign passport holders must meet the accompanying federal-document conditions specified by TxDMV.

The identification standard can differ according to the transaction type. Initial registration, title-only applications, commercial registrations, temporary registrations, and other specialized transactions do not all use the same standard.

Agents Acting for Organizations

If an agent submits an application that includes registration on behalf of a business, trust, or leasing company, the agent must present the agent's own photo identification. The agent's identification must satisfy the state's List B requirements.

This is distinct from simply presenting information about the business or organization. The person acting as the agent has a separate identification requirement.

Title and Initial Registration

Vehicle owners handling an initial registration, title transfer, or other ownership transaction may need the Application for Texas Title and/or Registration, Form 130-U.

The form covers several transaction types, including title and registration, title only, registration purposes only, and certain nontitle registrations. It requests vehicle information, applicant information, identification details, addresses, lien information when applicable, and tax information.

The completed application must be submitted to a county tax assessor-collector with the applicable supporting documents, registration fee, application fee, and motor vehicle tax when required. A completed Form 130-U must contain the buyer's original signature, while the seller's signature may be reproduced or faxed.

New Texas Residents

Form 130-U states that new Texas residents applying for Texas title and registration must file with a county tax assessor-collector within 30 days after establishing residency.

Vehicles previously titled or registered in another state or country must also have the VIN verified before Texas registration. The form instructions state that verification may occur through an emissions inspection performed by a state-appointed inspection station or through applicant self-certification on the form.

Registration Purposes Only

A Registration Purposes Only transaction does not produce a Texas title. Applicants using this category should not surrender the original out-of-state title with the application. The receipt issued when the application is filed serves as the registration receipt and proof of the Registration Purposes Only application.

This distinction matters because title and registration are related but separate functions. Selecting the wrong application category can create confusion about whether a Texas title is being requested.

Motor Vehicle Forms

TxDMV maintains the official motor vehicle forms directory for title, registration, license plate, lien, specialty registration, and related transactions.

Forms relevant to common motor vehicle situations include Form 130-U for title and registration, VTR-146 for an address change, VTR-346 for a motor vehicle transfer notification, VTR-34 for a certified copy of title, and VTR-214 for disability parking placards or license plates.

Using the correct form matters because similar transactions can require different documentation. A registration renewal, ownership transfer, replacement title, address change, and specialty plate request should not be treated as interchangeable procedures.

Military Vehicle Registration

A Texas resident serving in the U.S. armed forces may title or register a vehicle in Texas by mail through the local Texas county tax office regardless of where the service member is stationed.

For military personnel serving abroad or stationed out of state, a Texas physical address is required to obtain an initial Texas registration or registration renewal.

Military applicants are also subject to the state identification requirements associated with the particular transaction. Military status does not replace the identification standard that applies to an initial registration, title, or other transaction type.

Changing a Registration Address

Vehicle owners who need to change the registered owner's address or have registration sent to a different mailing address can use Change of Address for Texas Motor Vehicle Form VTR-146.

The form includes sections for owner information, vehicle information, vehicle location, and a registration renewal mailing address when that address differs from the owner's information.

If a P.O. Box is used as the owner address, the physical location of the vehicle must be entered in the vehicle-location section. The registration renewal mailing address can also be changed through TxDMV's online services.

Common Registration Mistakes

Several problems can be avoided by matching the transaction method to the vehicle's actual registration status.

Using the Wrong Renewal Option

A routine unexpired renewal may be completed through several channels, while an expired registration can have additional restrictions. H-E-B, for example, requires the registration to be no more than 30 days expired, while online renewal after expiration is subject to the 12-month limit and the no-citation requirement.

Missing Vehicle Numbers

The TxDMV online renewal system requires both the license plate number and the last four digits of the VIN. Beginning the online process without both pieces of information can prevent the vehicle from being identified.

Incomplete Proof of Insurance

Current insurance is required for registration and title transfers. A customer appearing at an office for an expired registration should have current proof of insurance available rather than relying on an expired card or outdated policy document.

Restarting a Timed-Out Transaction

If an online session times out and displays “In Process,” the county directs the user to wait 48 hours before attempting the registration request again. Starting repeated transactions before that period has passed can add confusion to an already pending request.

Confusing Renewal With Title Work

An annual registration renewal is different from changing ownership or applying for an initial Texas title. Transactions involving a purchase, transfer, new residency, gift, lien, or other ownership change may require Form 130-U and supporting documentation rather than a standard renewal.
