Utility Assistance
Bexar County Utility Assistance provides financial help with utility payments for eligible county residents. The program is administered through the Community Impact division of Bexar County Economic and Community Development and is intended to help prevent utility disconnection while supporting household stability. This article explains the 2026 application schedule, eligibility rules, income limits, required documents, online application requirements, alternatives for residents who cannot apply online, processing times, annual reapplication rules, and the county complaint process.
Utility Assistance Program Overview
The Bexar County Utility Assistance application page is the primary official source for current program instructions. Bexar County states that its Utility Assistance Application is open for 2026. The county's Community Impact division provides financial assistance for utility payments to eligible Bexar County residents, with assistance designed to prevent utility disconnection and help households move toward self-sufficiency.
The program is administered within Bexar County Economic and Community Development. The county's Community Impact division page identifies utility assistance as one of that division's services. Applicants should make sure they are following instructions for Community Impact Utility Assistance rather than assuming that another county social service, housing program, or general county office handles the application.
For the 2026 program year, applicants must satisfy residency, citizenship or eligible non-citizen requirements, income limits, and documentation requirements. Assistance is not automatically renewed from a previous year. Even households that previously qualified must submit a new application and updated supporting documents for the new program year.
2026 Application Availability
A significant scheduling rule applies to online applications beginning September 1, 2026. The county states that the online Utility Assistance Application is accessible only on Wednesdays. Residents planning to submit online should prepare their documents before Wednesday rather than waiting until the application becomes available to begin gathering information.
The county specifically instructs applicants to review the application guide before beginning. Because the online application has a restricted weekly availability schedule, incomplete preparation can create avoidable delays. Applicants should have household identification, citizenship documentation, income records, and the applicable CPS Energy utility bill ready before accessing the application.
The Utility Assistance office operates Monday through Friday from 8:00 a.m. to 4:30 p.m. These office hours do not change the Wednesday-only availability of the online application beginning September 1, 2026. The two schedules serve different purposes: the office is open during regular weekday business hours, while the online application itself is restricted to Wednesdays.
Disconnection Risk Requires Separate Action
Residents who are in danger of utility disconnection should not rely solely on the county application process. Bexar County instructs customers facing disconnection to contact CPS Energy directly at 210-353-2222 to make payment arrangements. This is especially important because a complete county utility assistance application generally requires four to six weeks for processing.
Contacting CPS Energy about payment arrangements does not replace the county's eligibility and application requirements. It is a separate step identified by the county for households at immediate risk of disconnection while the assistance process is pending.
Who Can Qualify
Bexar County lists four basic eligibility requirements for Utility Assistance. An applicant must reside in Bexar County, be a U.S. citizen or meet applicable non-citizen criteria, meet the program's income guidelines, and provide all required documentation.
Meeting only one or two of these conditions is not enough. Income eligibility does not eliminate the need for citizenship or qualifying non-citizen documentation, and Bexar County residency alone does not establish eligibility. A complete application must support all applicable requirements with the documentation requested by the county.
2026 Household Income Limits
For Program Year 2026, Bexar County provides CEAP income limits effective January 26, 2026. The amounts below are based on household or family size and 150% of the federal poverty level as presented by the county.
| Household or Family Size | 2026 Income Limit |
|---|---|
| 1 | $23,940 |
| 2 | $32,460 |
| 3 | $40,980 |
| 4 | $49,500 |
| 5 | $58,020 |
| 6 | $66,540 |
| 7 | $75,060 |
| 8 | $83,580 |
For families with more than eight people, the county instructs applicants to add $8,520 for each additional household member. Applicants should use the household size that accurately reflects the people included in the application and provide the required documentation for all household members.
Bexar County staff determines whether a household meets the applicable federal income guidelines. Previous approval should not be treated as evidence that the household will automatically qualify again because program requirements and household circumstances can change from year to year.
Citizenship Documents
The county requires proof of U.S. citizenship or qualifying status for household members. Its detailed documentation requirements identify the following documents as acceptable proof, depending on the household member's circumstances:
U.S. state-issued birth certificate
U.S. passport
Permanent Resident Card, including the front and back
Certificate of Naturalization
Applicants should prepare documentation for all household members rather than submitting evidence only for the person whose name appears on the utility bill. The program evaluates the household, and the county's documentation rules repeatedly refer to information for all household members.
Identification for Household Members
Proof of identification is also required for household members. The county's detailed application information lists a state-issued photo ID or U.S. passport as forms of identification.
Children may have different documentation because they may not possess a standard photo ID. For children age 17 and younger who do not have a picture ID, the county states that two of the following documents may be accepted:
State-issued ID
Vaccine record
School record, such as a report card or school photo ID
Insurance card
The county's Utility Assistance questions page also identifies driver's licenses, identification cards, and military cards as proof of identification examples and lists Social Security cards, student IDs, Medicare cards, or other health cards for applicants under 18. Residents should prepare documents that fit the county's current application requirements and make sure identification is available for every household member included in the application.
Income Documentation Rules
Applicants must report all gross income for all household members. The county's Utility Assistance information states that proof of income can include several different types of records, depending on how household members receive their income.
Check stubs
Social Security and SSI award letters for the current year
Unemployment benefits showing the processed date
Child support payment history
TANF award letter
VA pension or disability letter
Retirement or annuity pension letters
Adoption subsidy documentation
Housing Assistance Program or utility reimbursement documentation, including the final rent change notice
SNAP award letter showing the benefit end date
The county's utility assistance FAQ states that applicants should provide proof of all gross income received within 30 days before the application signature date. This includes wages and other forms of household income such as unemployment benefits, TANF, Social Security, SSI, pension income, child support, family support, or other applicable income.
No-Income and Self-Employment Cases
If a household member is age 18 or older and does not have income, Bexar County requires completion of a Declaration of Income Statement. The same requirement applies when an adult household member is self-employed.
This requirement can be easy to overlook because an applicant may assume that a household member with no wages has nothing to submit. Under the county's instructions, an adult with no income still requires the appropriate declaration rather than simply being omitted from the income portion of the application.
Bank Statements Are Not Accepted
Bexar County expressly states that bank statements are not accepted as proof of income for the Utility Assistance application. Applicants should submit the requested income source documents rather than substituting a bank transaction history or account balance statement.
This distinction can prevent an incomplete application. A bank statement may show deposits, but it does not replace the specific wage, benefit, support, pension, or award documentation required by the county.
Utility Bill Requirement
The application documentation includes a CPS Energy utility bill. Applicants should include the requested utility bill along with citizenship, identification, and income records so the application package is complete.
The county's processing timeframe applies to complete applications with supporting documents and correct signatures. Missing the utility bill, leaving out household income documentation, or failing to provide required identification can prevent an application from being treated as complete.
Email and Online Access
An email account is required to access the online Utility Assistance application. Bexar County states that an applicant who does not have an email account will need to create one before using the online application.
Because online access is limited to Wednesdays beginning September 1, 2026, applicants should make sure they can access their email account before the application window. They should also have the necessary documents available before beginning so that they do not lose time locating records after entering the application system.
Applying Without Internet Access
Residents who do not have a computer or Internet access, or who cannot complete the online application, may contact the Utility Assistance office to schedule an appointment. Bexar County cautions that in-office appointments for utility assistance are limited.
This appointment option is intended for people who cannot use the online process; it should not be assumed that an appointment will always be available. Residents needing this alternative should contact the office using the Utility Assistance number provided in the department list at the end of this article.
Home Visits for Eligible Residents
A resident who is unable to leave the house may contact a Utility Assistance Client Representative and request a home visit if the resident meets the applicable criteria. The county does not describe home visits as an automatic alternative for every applicant, so residents requesting one should speak directly with the office about eligibility for that service.
Location Eligibility Checker
Bexar County also operates an official Utility Assistance eligibility checker for determining whether a location is eligible to register for a utility assistance appointment. The map instructs users to enter a full address in the search box and press Enter.
To conduct another search, users should clear the previous result by selecting the X in the search bar before entering a new address. This location tool serves a different purpose from the full Utility Assistance application. It checks the location's eligibility for appointment registration; it does not replace the program's household eligibility, income, documentation, or application requirements.
Application Processing Time
Bexar County states that staff generally processes complete applications in four to six weeks. A complete application includes the required supporting documents and correct signatures.
The four-to-six-week period should therefore not be treated as a guaranteed timeline for an incomplete submission. Applicants can reduce avoidable problems by reviewing every household member, confirming that gross income documentation is included, providing citizenship and identification records, including the utility bill, and making sure all required signatures are present before submission.
Residents facing a more immediate disconnection risk should follow the county's separate instruction to contact CPS Energy about payment arrangements rather than assuming that the county application will be completed before a pending disconnection date.
Annual Reapplication Requirements
Utility assistance does not automatically continue from one program year to the next. Bexar County states that eligibility ends on December 31 each year and that grant requirements require households to apply annually.
Even a household that qualified during the previous year must submit a new application. County staff recalculates income eligibility using the applicable federal income guidelines, and the program may have new requirements that a household must satisfy.
Why Documents Must Be Resubmitted
Applicants must also provide supporting documents again each year. The county explains that grant requirements call for annual documentation because household circumstances can change. Examples include a different address, additional family members, changes in income, and other household changes.
Applicants should therefore avoid relying on the assumption that Bexar County still has everything necessary from a previous application. Preparing a current set of documents for the new program year is part of the annual application process.
Common Application Problems
Several problems can be avoided by following the county's published requirements before submitting the application. The most significant issues involve incomplete household documentation, incorrect income evidence, missing signatures, and misunderstanding the online schedule.
Trying to access the online application on the wrong day: Beginning September 1, 2026, the online application is accessible only on Wednesdays.
Submitting only the applicant's records: Citizenship, identification, and income requirements apply to household members as specified by the county.
Using bank statements for income: The county states that bank statements are not accepted.
Leaving out an adult with no income: Household members age 18 or older who have no income must complete the Declaration of Income Statement.
Overlooking self-employment: An adult household member who is self-employed must also complete the Declaration of Income Statement.
Assuming previous approval carries forward: Eligibility ends December 31, and a new application is required for each program year.
Expecting immediate approval: Complete applications are generally processed in four to six weeks.
Waiting for county processing during a disconnection emergency: The county directs residents in danger of disconnection to contact CPS Energy directly about payment arrangements.
Appointments and Office Visits
Residents with a scheduled utility assistance appointment should go to the Community Impact Utility Assistance office at Vista Verde Plaza. The office operates Monday through Friday from 8:00 a.m. to 4:30 p.m.
Because in-office utility assistance appointments are limited, residents who can use the online application should pay close attention to the Wednesday online schedule. Those who cannot use the online system may contact the office about an appointment, while homebound residents may ask a Client Representative about the criteria for a home visit.
Complaints About the Process
Bexar County Community Impact has a complaint process for customers who disagree with the service they received, the application process, or the outcome of an application. Complaints may be made in person, by phone, or in writing.
In-Person Complaints
An in-person complaint may be brought to the front lobby. Handling depends on staff availability. If a Team Lead is unavailable, the resident should provide a name, contact number, and brief description of the complaint to the front lobby staff. The Team Lead will notify the Client Services Supervisor so an appointment can be arranged to address the issue.
Complaints by Phone
Phone complaints are also handled according to personnel availability. A Phone Representative informs the Team Lead about the complaint, and the Team Lead transfers the matter to the Client Services Supervisor. Residents can use the Utility Assistance office number included in the department list below.
Written Complaints
A written complaint should include the resident's name, contact number, and a brief description of the issue. Bexar County states that a Client Services Supervisor will make a follow-up call within 24 to 48 hours after a written complaint is received.
The county's goal is to resolve complaints in a timely manner, but some concerns may take longer than 30 calendar days. In those situations, a team member will arrange a follow-up call to provide an update about progress, proposed actions, and the expected timeframe for resolution.
Economic and Community Development Role
The Utility Assistance program operates under Bexar County Economic and Community Development. The department includes Economic Development, Community Development and Housing, Community Impact, and Social Services divisions. Utility assistance specifically belongs to Community Impact.
The county's Economic and Community Development page identifies Community Impact as the division that provides financial assistance for utilities to eligible residents. This distinction can help residents avoid contacting an unrelated division when they need information about a pending utility assistance application, documentation, appointment, home visit, or complaint.
Accessibility Assistance
Bexar County provides accessibility support for users whose assistive technology, including screen readers, Braille readers, or TTY equipment, cannot properly access material on the county website. The county asks users requesting accessibility assistance to describe the accessibility problem, identify the preferred format, provide the web address of the material involved, and supply contact information. The county also maintains an official Accessibility Assistance directory for residents who need support accessing county information.

Utility Assistance FAQs
Why is the address eligibility checker not working correctly?
If the Bexar County Utility Assistance eligibility checker does not load, search, or display the map correctly, the problem may be related to the web browser. Bexar County states that the application performs best on current versions of Google Chrome, Mozilla Firefox, Microsoft Edge, and Internet Explorer 11. Earlier browser versions, particularly older versions of Internet Explorer, may not be supported. Updating the browser or reopening the checker in a supported browser may resolve display and search problems.
Can I use the eligibility map without a mouse?
Yes. The county's eligibility checker includes keyboard navigation. Users can press the arrow keys to move the map right, left, up, or down. The plus and minus keys can be used to zoom in and out. This can be useful for applicants who rely on keyboard navigation or have difficulty using a mouse. For additional application-related questions, the county also maintains an official Utility Assistance FAQ page.
Does a successful address search mean my household is approved?
No. The county's map is specifically designed to verify whether a location is eligible to register for a utility assistance appointment. An address result should not be treated as approval for financial assistance. Household eligibility is determined separately under the county's program requirements. Residents using the checker should view it as an appointment-location screening tool and continue with the required county application process after confirming that their address is eligible.
